Diputados aprueban nueva Ley de Movilidad



Previo a solicitar licencia como diputado, Nazario Gutiérrez Martínez, quien fungió como presidente de la Comisión de Comunicaciones y Transportes, relató que la nueva Ley de Movilidad aprobada por el Pleno de la LXI Legislatura, es una Ley compleja, porque hubo 10 iniciativas, y proyectos de partidos políticos diferentes, con intereses propios, por lo que se tuvo que conciliar, y se antepuso el interés general, antes que el personal.

Incluso, en la última reunión, señaló, todavía se incluyeron recomendaciones que se pudieron incluir en la Ley final.

“Va a ser una ley muy incluyente, porque se realizaron cuatro foros”, resaltó, donde el pilar de la Ley, es que es una ley actualizada.

Para regularizar el transporte público, con la ley anterior, por ejemplo relató, las unidades de transporte publico debían contar con un kit de seguridad integrado por cámaras de video vigilancia con internet móvil, y un botón de pánico, hoy se cambió la figura a sólo videograbación, ya que el Internet móvil resultaba caro e ineficaz, principalmente en zonas rurales.

Aunado a ello, se redujo la edad para tener licencia como operador a 18 años; y en materia de mototaxis, tendrán que tener licencias, y otorgar seguro de viajero, además de profesionalizarse y disciplinarse con las concesiones, donde no podrán ser colectivos y sólo podrán trabajar en vías locales.   

Corresponderá a la Secretaría de Movilidad la vigilancia de que la nueva norma se cumpla, afirmó Gutiérrez Martínez.

Finalmente, dijo que la infraestructura vial está considerada, con mejores ciclovías, señalizaciones, banquetas para personas con discapacidad, entre otras.
