Sin planeación ni coordinación



Estoy seguro de que en muchas áreas gubernamentales se planea y se ejecutan acciones a partir de los planes.

También estoy seguro de que hay tras áreas en donde no existen los planes, y si es que los hay, se ignoran para actuar solamente de manera reactiva.

Por lo tanto, tengo la certeza de que las distintas áreas gubernamentales se coordinan poco y mal.

El ejemplo más reciente de esta afirmación ocurrió este lunes al medio día: una cuadrilla de alguna dependencia de gobierno —ni viene al caso el nombre— tuvo a bien emprender alguna reparación o mantenimiento en el concurrido crucero de Paseo Tollocan e Ignacio Comonfort. Para ello, cerraron la gaza de retorno del Paseo Tollocan que conduce al centro de la ciudad. Y aquello se convirtió en un enredo de buenas proporciones, porque un trayecto de unos cuantos metros, que en condiciones normales puede tomar exageradamente cinco minutos, se convirtió en un viaje de unos 20 minutos.

Todo porque una acción aislada de una oficina gubernamental, sin solicitar el apoyo de la policía de vialidad o tránsito, es decir, sin la menor coordinación o solicitud de ayuda de otra dependencia de gobierno, trastocó la normalidad.

Pudo haber sido una acción sin repercusiones, pero falta planeación y eso se nota.
